    General Item Progression

    As a general rule of OSRS, a hit rolls some number between 0 and Max Hit. Damage progression, then, is purely trying to raise the maximum damage.

    I propose that instead of raising the maximum hit, new items could raise the minimum hit. This was a thing back in RS2 with the (incredibly broken) Staff of Armadyl.

    If we limit the minimum damage to a small percentage of maximum, we could still have DPS increases without affecting PVP max hits.

    As far as PvM damage goes, a maximum of 40 and a minimum of 1 should end up being almost exactly the same DPS as a minimum of 0 and a maximum of 41.

    Edit: Since there seems to be some confusion, I meant to change the damage roll on a successful attack roll, not every attack.

    Tome was never the issue, the issue is that defence bonus is useless at bosses and its all about DPS.

    Arcane would still have been great and not "dead" if only it's defence bonuses mattered. Jagex NEEDS to create more content where defence is highly needed instead of making everything DPS. Tome was balanced perfectly but it did not matter since it would still be BiS DPS
